KPI MONITOR and ProfItProject have developed a digital platform for monitoring inclusive educational environments in general and secondary vocational education organizations.
The solution enables mass surveying, centralized data collection and verification, calculation of an integral index of the inclusive educational environment, and analysis of results at the level of educational organizations, regions, and the Russian Federation.
From Surveying to Managerial Analytics
The project was commissioned by Moscow State University of Psychology and Education (MSUPE). The solution is based on the "Anketolog" and KPI MONITOR software products, utilizing the "Turbo X" platform.
The project's goal is to establish a unified digital framework for regular monitoring of the state of the inclusive educational environment. The system helps obtain comparable data across educational organizations and territories, identify problem areas, analyze factors affecting final indicators, and prepare an evidence base for managerial decision-making.
The monitoring uses three complementary data sources:
- questionnaire for heads of educational organizations;
- questionnaire for teaching staff;
- questionnaire for parents of students.
This approach allows for a comprehensive assessment of the inclusive environment: from the perspective of management, educational practice, and the user experience of families.
The system supports the full monitoring campaign cycle: maintaining registries of regions and educational organizations, preparing and distributing survey links, receiving and verifying responses, calculating indicators, visualizing results, and generating analytical reports.
Campaign Management at All Levels
Specialized workstations have been created for federal operators and regional coordinators. The federal level enables import of monitoring participants, configuration of notification templates, and oversight of campaign progress across the country. Regional coordinators can update information on educational organizations, launch automatic mailings, track deadlines and survey completion dynamics by municipality and specific organization.
A separate data quality control loop allows for logical and numerical validation of responses. The system identifies and flags incorrectly completed surveys, and also distinguishes between unanswered questions and those not shown to respondents due to survey logic.
To enhance mass surveying convenience, the system includes customizable forms, conditional question logic, tooltips, mandatory field validation, progress indicators, and contextual user support tools.
Transparent Calculation of the Inclusive Environment Index
The key analytical output of the system is the integral index of the inclusive educational environment. The calculation model is parameterized through the interface: for each indicator, administrators can assign questions from various surveys, answer options, and rules for their inclusion.
The system allows sequential breakdown of results: from the integral index to components, indicators, and sub‑indicators, and then to individual questions and raw responses. This makes the calculation methodology transparent for experts and helps identify specific factors influencing the final assessment.
The KPI MONITOR analytical module includes interactive dashboards, rankings, frequency and cluster analysis, KPI scorecards, tabular reports, and geographic visualization. Users can compare regions and educational organizations, apply filters by settlement type and other analytical dimensions, and drill down to the level of a specific organization.
Architecture for Federal Scale
The project is designed to evolve from a pilot study to systemic monitoring on a national scale. The system is built to handle up to 400,000 surveys from administrators, teachers, parents, and students.
The architecture includes web interfaces, an integration layer for interaction with "Anketolog", ETL processes, an operational data storage layer, an OLAP layer for calculations and analytics, as well as application server components for KPI MONITOR and "Turbo X".
The solution can be deployed either on a single physical or virtual server, or in a distributed architecture with dedicated web, application, calculation, and server layers. This approach allows infrastructure adaptation to the required level of fault tolerance, performance, and concurrent data processing capacity.
Project Team Commentary

In this project, we tackled a task far broader than just survey automation. We needed to create a sustainable digital framework that unites mass data collection, quality control, calculation of a complex system of indices, and clear analytics for experts and decision‑makers. As a result, the customer receives not a static report based on survey results, but a configurable platform: it allows viewing the overall picture across regions while simultaneously drilling down to a specific indicator, question, and answer. This creates a foundation for regular monitoring and informed decision‑making in the development of inclusive education.

For the development of inclusive education, reliable and comparable assessment of the educational environment is particularly important. It must take into account not only the management perspective of the educational organization, but also the experience of teachers, parents, and, in the future, allow for regional differences and dynamics to be observed. The created system helps transform this complex research task into regular, technologically supported, and transparent monitoring. This is an important step toward building an evidence base for managerial decisions and targeted support for educational organizations.
Practical Value
The system transforms inclusive education monitoring from a collection of disparate surveys into a unified, manageable digital process. The customer receives common rules for data collection, verification, and processing, a transparent methodology for index calculation, and tools for operational analytics.
The platform provides the foundation for regular assessment of the inclusive educational environment's dynamics, comparison of regional practices, identification of deficiencies and strengths, and preparation of targeted support measures at both regional and federal levels.
